I think that's something desirable. If the notebook were to suspend
on close (like some do) and you had data in mid-transfer or dsik
access going on, you'd lose a lot and probably bring down OS/2's
file system (or under W4W, bring down the whole disk).
It's just saving all the data and preparing for suspend.
