assuming there is one interrupt that both cards can individually use, this may
work:

in your system control panel, go to the 'hardware profiles' tab & copy the
current configuration to a new name, so you have two identical configurations.
restart & go to device manager. disable one card for one configuration & the
other card for the other configuration. if either conflicts with something
else in it's respective configuration, you can go into the properties of any
pnp device & force it to a different interrupt.

this is what i did to get an external mouse to work when it's present, and get
the trackpoint to work when the mouse isn't present. of course, the presence
of the mouse tells win95 which configuration to use. i don't know how you'll
get win95 to decide which to use at any given time.
