RFC 822 allows for the possibility of a message sent on behalf of someone else, or on behalf of multiple people. In those cases, Sender is the address of the person who actually sends the message, while From is the address(es) of the person/people on whose behalf the message is sent. Yes, a lot of lists do misuse Sender so that it contains the address of the list maintainer. I refuse to contribute to this degradation of the protocol.
