I used to have this problem when I had win95 service pack 1 installed. I
never did solve it (for this version of win95 anyway, see below), but there
is a workaround for the DOS window problem. After the window is open and
the screen is blurred, open the bios screen Fn-F1, then hit Esc to get back
to windows. It always cleared up the problem.

I currently have win95 service pack 2 installed and I haven't had the
blurring problem at all. I didn't do anything special except start with a
clean disk and install.
