By this I understand you to mean "it is meant to be [a simplistic benmchmark]"
But that's the point, any decision of any kind based on a simplistic
benchmark is a simplistic decision, one that is not likely to be better
than proceeding on the basis of uninformed guesswork.
What I dislike is that people who don't understand this will look at the
SI index and think it actually means something useful, and form groundless
conclusions from these values.
