I hooked up a MS Sidewinder Pro joystick to the USB port on my 770ED which
has Win98 and it seems to work fine. Admittedly, that's hardly
representative of what other problems folks may be having with USB support
in general.
I have seen lots of reported problems with USB support under both Win98 and
Win95b.
But at least in this one small instance, everything works exactly as
advertised.

Actually, I would wait on my purchase of Windows98. Problem reports
state that the USB support is not up to the same level as Windows95
2.5. I guess that Microsoft tried to bite off too much.
