Maybe it's your country setting that is doing this. I know that when I set
my 770's modem to New Zealand it is disabling the dial tone detection. This
would probably ignore the ATx4 command.
Goto Thinkpad Modem -> Modem Country Restrictions to see what it is doing
internally.
If this is your problem change your country to USA or some other.
