Assuming these settings are correct in your BIOS (you did check that,
right? -- the configuration utility is a nice front end, but you can access
all that stuff directly in BIOS), the first thing I'd try next time, given
what you described, is to remove Advanced Power Management from the System
Devices tree in device manager. Reboot, Windows will detect APM support and
reinstall it. That should fix the power problems. Does this sound
reasonable to everyone else?
For the record, this is also Microsoft's official solution to restoring
"suspend" to the shutdown menu options if it's been removed.
