Yes, the reason is simple... IBM lost a battle, and the
war with Microsoft... and for a time could not do more...
They were battling over agreements that had to do with
splitting up Windows 95 vs OS2, etc...
thus the IBM DOS 7.00 and the other things... they later
negotiated some changes.. I have a letter from IBM stating
that was the reason we could not convert our 250 Thinkpads
at the time we wanted to change to larger hard drives...
At that time, they would not even provide the CD-ROM they
later came up with... they did not have an agreement with
Microsoft... and the only way to get Windows 95 and all the
other items at the time was to download them to some 30+
floppy diskettes.
