I reconnected the motherboard memory and re-checked what it reported on its own, 3712KB, is in fact normal. It turns out that it's the DIMM memory expansion that was giving the problem all along. My old 4MB card works fine, but the 16MB DIMM does not. I've reflowed the chips on the DIMM card and some of those on the DIMM expander to no avail.

Are there any config issues that may cause the DIMM to go wrong (e.g. parity)? By the way, when it's installed the motherboard sees the full 20MB installed, but only 3.7MB is 'usuable'.
