Off track Q: MS MIS or MS comp science ?

    Sorry to bug everyone here with an off track question but I am in a
dilema now as to what education path I should take for my graduate/master
program. I am torn between Master Science in Computer Science and Master
Science in Management Information System. :(

     I already surfed a lot of web sites (school's & individuals) as well
as talked to a lot of people on this matter ans still I couldnt convince
myself as to the right track.

     My goal: To own my own consulting company (providing consulting work
as well as selling all hardware needed for IT in an organization & the
home.

- I want to be able to setup, program & manage a database system (Oracle &
Access) as well as a business e-commerce websites ...etc.

- I want the skill to be able to go to an empty space and physically
build up a LAN & WAN system & administer and manage it (from as complex as
a big organization to as small as a home). as well as being able to give
remote access for the workers.

- Setup an internet server (for purpose of providing ISP service or for
e-commerce need)

Question: to all the people who are working in the IT field now or have
experience in these matter, Assuming that i am definetly wanting to get a
master degree.

DO i really need a Master degree in COmputer Science in order to achieve
Science in order to achieve the above goals ? WIll an average Master
science in Management Information technology from an average business
school be adequate ? (p/s: I ve been in one semester under computer
science classes, these guy are so technical that they are actually talking
about what's going on inside an IC (integrated circuit) ! ).
 
>From the real life IT personnel or a real life working professional
( Corporation, businessman, employer ..etc) What are real advantages
disadvantages of a graduate in MS MIS vs MS comp science ??? Why ?

I already had C programming skills and i figure out i can learn and be
able to program in other languages (CGI, Perl, Java) by myself if needed.
any comments on this assumption ?
