I don't have NT running on the 760E any more, so I can't check this
directly, but a couple of tips. First, "Expand Screen" is not relevant to
what you want. This option has no effect when you are running at 1024x768.
It affects how the screen operates only when you run at a lower resolution.
For example, if you run at 640x480, you can either have that resolution
displayed pixel-for pixel in the middle of the screen, or you can have it
expanded to fill the entire screen by interpolating pixels (that's what
"Expand Screen" means). You rarely would want to use that, because it's
very ugly.

If you find that only 50-70% of the screen is being used, you're not
running 1024x768 anyway. Probably running 640x480.

Have you gone into the NT display control panel and set the resolution
there? That's the place to set your screen resolution, not the ThinkPad
configuration program. Right-click the desktop and select Properties. Then
click the Settings tab. You should find two boxes labeled Colors and Screen
Area, where you can select 64K colors and 1024x768. That should be all you
need to do.
