Install "native" drivers from IBM site.
I had this problem before.
After reinstalling the appropriate drivers Dial-up Networking will display
the real speed.

| ps. Yes, I know that modems can and do retrain during a call. But I
| sometimes connect at rates as low as 14.4 kbit/s, and it's not helpful

| DUN tells me I'm in at 57.6 kbit/s.
