Regarding Linux, are you sure it is seeing all your 128MB. The output
of the free command, under the total category, ought to show something
around 128*1024k. I have seen many Linux kernels only find 64MB on a
ThinkPad. If so, you will have to add a line to your /etc/lilo.conf
file. You should add something like
append="mem=130688k"
This is 128MB - 384kB. You could also specify "127MB".
As to other non-free memory, that is often used by various system
caches. These caches are generally freed up as needed. In fact, it is
better to have no truly free memory. Memory being used for a cache is
better than memory being totallly idle.
I would guess that Windows does similar caching.
