I don't know about the Targus adapter, but I purchased the PORT
"emPower". Here are the numbers from its label:

PWCF203
9000283 Rev B
1-800-350-PORT (apparently a phone number)

The unit works fine in vehicles. The car power port adapter unclips
>from the unit, leaving a weird looking connector with two large and
two small pins. This is supposed to be some kind of standard connector
for aircraft. But, since the airlines haven't quite figured out that
it's the working stiffs in Coach who actually need to plug in, I've
never had a chance to try it in a plane.
