Disk password deletion apps

I recently read that there are two apps that help overcome the problem of
inherrting locked HDDs...

DELPART.EXE AND TRAVELDIAG.EXE.

I have found a copy of Delpart.exeopenly on the web but apparently,
Traveldiag.exe is an internally used IBM application - does anyone know of
it? Or, have a copy?
