IBM often sells their refurbs with nonstandard software configurations
even on their
own website (http://commerce-03.www.ibm.com) for example, right now they
show some thinkpads selling only with PCDOS7. I would guess that this
is some kind
of licensing thing, otherwise it would obviously be easiest for IBM to
just reinstall the preload.
