Confirmed; there is no way to power on the computer when the display
lid is closed, with the exception of when the T20 is attached to the
port extender.
The port extender has a separate power switch, so it is possible to
power on the T20 with the lid open or closed (I just tried and it
works). Of course, the computer must be connected to the port extender
for this to be useful.
When the computer is turned on with the lid closed using the port
extender switch, the screen remains off and stays off even if the lid is
later opened, although the screen can be turned on using the display
toggle (Fn-F7). In contrast, if the computer is powered on using the
keyboard switch, the screen goes off when the lid is closed but turns on
automatically when the lid is reopened.
Note that I'm running Windows 2000, but I assume the above holds for other
operating systems, also.

Thanks for the great report.
It appears from your description that there is no longer a way to power on
the computer when the display lid is closed. This would seem to be a step
backward for people that frequently use their machines with an external
display, perhaps when docked. Can you please confirm this?
