On some ThinkPads, especially older models, the ThinkPad power configuration
utility had the ability to fully discharge and recharge the battery (to keep
it conditioned). The message you are getting is exactly what that utility
said. I'm guessing you have an older 600 that supports this. Clicking OK
will not harm anything. I think you can even cancel out of the process once
it starts. You should definitely be able to reboot and stop the discharge
process.
