Standby Unavailable on A21P (W2k)

Soon after solving my problem with Standby crashing (I had to uninstall
Quicken 2000), I installed a few more apps, and now Standby is no longer
in my list of shutdown options at all. I am told this is not an unheard
of problem, but uninstalling those apps didn't help, so now I need
another approach (though I may try IBM tech support).
