It's almost always "SAFE" to use a larger wattage unit as long as other
parameters remain about the same. The exception is when a series resistor
is used to reduce the voltage on a specially designed product. In that case
the internal resistance of the unit and the PS resistance act as a voltage
divider. That's not likely on a TP.
You can use a unit, at your own risk, if the wattage is somewhat less than
the specified wattage. Heat is caused by inefficiencies in the core of the
transformer. The same wattage on the lower wattage unit may even be more
efficient creating less heat---but not likely. If the heat created is about
the same (most likely), the caveate is the lower wattage unit will likely
have smaller wire size. The thin wire fuse will likely be smaller and more
prone to early failure as you approach too much current.
The power supply rated wattage is probably about one half it's actual
destruction threshold. I don't recommend you prove it.
