To answer my own email. W98 irxfer has a secret requirement for you to have
at least one instance of IPX/SPX protocol added in your Network control panel.
Add an instance in and voila, it reads a bunch of files from the w98 "cdrom",
reboots and then you can enable ir transfers and they work! I just love those
guys in Redmond. No mention of this requirement in the searchable knowledge
base.
Getting the irxfer.exe window back on the screen was solved by right-clicking
in a blank area of the system tray and selecting Cascade Windows.
