760EL Enabling USB in BIOS

I've got a Thinkpad 760 EL running Windows 98. I'm trying to use a Belkin
USB card but have run into trouble. The card was detected by Windows as it
should have been but it doesn't work. Windows says the card wasn't
assigned an IRQ by the BIOS. I upgraded the BIOS to be sure it will
support USB (now date 12/9/99) and the card still doesn't work. This is
the first time I've tried to fiddle around with the BIOS on a laptop so I
don't even know if I'm looking in the right place. Normally if you press
F1 during startup you'll go into the BIOS. On the Thinkpad it goes into
Easy Setup. Is this the same thing? It doesn't look the way I'm used to
BIOS looking and there doesn't appear to be anywhere to change settings or
enable/disable ports. In the Test part of Easy Setup I see 2 USB icons at
the bottom (USB 3 and USB 4) but they don't seem to do anything. Is there
something else I should be doing?

Any help or guidance would be appreciated.
