570e internal modem won't open port

I've got a new IBM 570e with the internal Lucent WinModem. In configuring
the computer, I've screwed something up and can't figure out what.
Initially, the modem worked fine, but now it won't use dial-up networking
and dial my ISP. I went into device manager and everything checks out fine
with no conflicts reported. When I run modem diagnostics, however, I get a
dialog message saying it can't open port. I've removed the modem and
reinstalled, but still no solution. The modem says it's configured on COM2.
When I check my COM ports in device manager, however, it doesn't list a COM
2 port as accessible, but does show COM 1.

Any solution to my problem. I'm completely stumped.
