What did you use to "reinstall Win95"? Did you use the recovery disk,
or did you install from a Windows Disk? I have seen this happen when
the recover disk was not used... and when the FAT16 was changed to 32
or the use of a BIOS override program was used.

There are plenty of options that are driven by the Fn key... I can't
imagine none of them working unless you had a bad keyboard. Keyboards
aren't outrageously expensive to buy on eBay... or even new from IBM
parts... but it would be nice to test it first. Yet the best test is
that nothing is working.

You might also check your cable from your keyboard to be sure there
are no kinks or abrasions that might have damaged the connection.
