pen for OS/2 -- can't install

Hm. I just installed OS/2 2.1 upgrade ["requirements: previous version of
os/2 or dos installed on your hard drive." I had it install over top of
PenPoint] and I can't get the Pen for OS/2 disks to install. I've downloaded
them from the usual spot [disks one thru three, plus "PENSYMB.IMG"] and
followed the directions there, but if I execute the program [pinstall.exe] in
an OS/2 command prompt, I get a message saying "Can't run this in an OS/2
window". In a DOS window, I get "Can't run this in a DOS window" error
message. Double-clicking it from an icon browser window gets me its
settings/properties screen, but doesn't really run the frelling program.

Help?

The only non-standard things:
        only 8Mb of ram [no expansion card in the slot]
        date is set accurately
        mouse buttons have been set to left-handed
