Did your PC ever have a network card in it? If so, maybe the drivers are spending time trying to locate the card that isn't there. If you NEVER use networking on this PC (no modem, no LAN connection, etc.) then you could uninstall any and all network protocols and drivers that are installed. I believe Win2K installs at least TCP/IP by default.

Do you have any other plug-and-play hardware that might be getting communicated with at boot time? Try unplugging any scanners, printers, cameras, ZIP drives, etc. and boot again.
