I use 100mhz SODIMMs on my 770ED, no problems.
There is no reason to use 66mhz.

I have two 128mb SODIMMs in my 770ED, and it runs perfectly with 288MB.
I would recommend updating the BIOS, and swapping SODIMMs around.
Were the SODIMMs in sealed packages from Fry's?
Did they have return stickers on them?
Fry's is notorious for taking returned (often defective) merchandise and
selling it as new. Look for the telltale "Checked out by xxxxx" sticker. If
they try to sell you RAM that has been returned, I would ask them for one
that has not been returned, or just refuse the purchase. Life is too short
to help Fry's diagnose defective returns.
