I believe that the 95% threshold is to reduce the amount of small
charge / discharge cycles the battery is put through. If I recall
correctly, this was instituted a couple years ago. I don't recall for
sure whether my TP755CE BIOS was updated for this, but I am pretty
sure that my TP770ED BIOS does it. It started with a BIOS update that
mentioned an improvement in battery life.
A rechargeable battery will just lose a bit of charge over time all on
its own. The ThinkPad recognizes this. Before the battery life fix,
the battery would be hammered with recharges several times a day in
some cases. This really screwed up battery life. The only downside I
can think of to this arrangement is that when you *do* need to go on
battery, you have a few percent less capacity than you might
otherwise. This is not usually a big deal, and I think it's a good
trade-off (considering the high cost of ThinkPad batteries).
