This refers to the column access strobbe (CAS), which is an introduced
delay factor.
CL 2 is a stricter (faster access) memory spec than CL 3, since the delay
required is smaller; lower
is better for RAM CAS.

Did you speak to the Crucial people about this chip? Since the BIOS setup
shouldn't even be talking to
the chip (except when you run the advanced memory test), there must have
been a problem at the level of the
chip socketing electronics, or similar.
