I think you have already figured it out. If it happens with two op
systems, it isn't software. If changing to the external keyboard
works, then it's almost certainly in the keyboard.

It isn't under warranty, is it? Likely not, so I would find the PDF
for the 1720 at the ibm support site, and see how to take the
keyboard out. It isn't hard, but I know from experience on the
i1451 that some of the keyboard wires are VERY easy to break,
so you have to be careful when taking it out. I'd then look on the
underside to see if any wires are damaged, etc. From the looks
of my keyboard, you won't be able to do anything about it, and you'll
have to replace it. Fortunately, keyboards are pretty cheap. If you
go to pcpartsfinder.com (I think thats the url), you will be able to get
a keyboard for a few dollars less than buying it from IBM. You'll
need that PDF on your model to find the part number.
