ClearType is a feature of Windows XP, both the Home and Pro versions. It
renders text with more clarity on LCD screens. I'm not aware of it being
available as a separate feature. It also does not help with rendering of
drawings.

If you want to see a similar subpixel antialiasing technology in action,
you can download Adobe Acrobat Reader 5.0 and turn on their "CoolType"
feature. It's not as crisp as the Microsoft implementation but should give
you a good idea.

By the way, 1024x768 is normally called XGA.
