I'm not sure if Atlantic County is the same way, but here in Burlington County
the libraries all have collection points to drop off non-LA batteries for
recycling. Any size or type from AAA to laptop batts are accepted. They also
accept old cell phones for use by various non-profits and NGOs as they can be
used to call 911 regardless of whether or not they're activated.

Also, your County and Township disposal facilities _must_ have
recycling/disposal points for household NRQ HAZMAT, such as fluorescent bulbs,
LA batts, etc., as well as rechargable batts. Check with your township office.
