Every Li-Ion "bad" battery that I've seen so far measures zero volts.
I've seen many Ni-Mh batteries that can be charged to a voltage
a volt or so above! the nameplate rating and yet the battery won't even light a
three-volt flashlight cell.
Bad Ni-Mh batteries get even worse after they sit around for a long time.
Voltage under full load is what counts.
