  Hmm could be because the seller lied about the condition? Just
because someone decides to buy something anyway knowing that that's the
case doesn't negate the seller's responsibility to be truthful in the
first place. While something with reasonable doubt would go in favor of
the seller, something like this where they obviously would have seen
error messages and are lying would clearly deserve a negative feedback,
no matter how good the rest of the deal might be. The seller should be
expecting no less when they type in that blatant a lie in the first
place..

  This is not 100% true. Probably only 50% or so really. I've bought
many things 'untested' where they clearly just didn't have the ability
or time to test, that worked fine and only a few defectives out of a lot
of items. Easy enough to tell by looking at their other auctions and
getting a feel for what they sell to see if they really know how to test
or not, or have too much stuff to test it all.
