Start -> Settings -> Control Panel -> Administrative Tools -> Services
Sort on the name field by clicking on the heading.
Look for anything that starts with IIS. If you don't see anything, then
it's not even installed (good!).
If you do see it, make sure that the "Status" field is blank and the
"Startup Type" field is Disabled. If the status field says that IIS is
started, then click on the line to highlight it and under the Action menu
choose "Stop". If it's not disabled, then under the Action menu choose
"Properties" and set the Startup Type to Disabled.
