T23 PC card slots\both cardbus?

Hi,
        I have an external cardbus cdrw drive it's a 24/10/40 Addonics. It will
only work in the top PC card slot of my ThinkPad T23. If I put it in the
bottom slot the drive is not recognized or worse yet the computer hangs up
booting the Os (ME)it didn't work in windows 2000 either. I also have an
external scsi zip drive which works fine in either slot but it uses a pcmcia
to scsi adapter card. So the slot does work but it seems to not be cardbus
capable. IBM wouldn't do that would they?
        Is only the top slot cardbus compatible? Or do I need to enable it somehow?
This never happened in my old laptop (Toshiba).
        Any insights?
