I'll bet you are trying to use the number keys in the top row. The
Alt+digits codes work only with the numeric keypad, not with the number row.

Turn on Num Lock (use Shift+ScrLk), and then try your Alt+digits using the
embedded numeric pad. For example, Alt+0169 uses the same keys as if you
were typing Alt+MJO9.
