odd check-in - IBM not TP per se

Hello,

Since installing Tiny Personal Firewall, I know (all? or at
least some? of) who is trying to enter my machine.

Surprisingly, IBM's ftp pc site wants to connect quite
frequently, whether or not I have visited their site
recently.

I am sure there is nothing nefarious about the attempt,
but it seems odd, is persistant, and takes several
manual denials to go away. No rule is set in order
to be sure of entry to their site when such is
appropriate and is self-initiated.
