This will depend on the quality you require -- a WinTV USB, for example,
should capture analog video at 320x240 at 15 to 24 fps without a problem,
but anything above that is probably in the realm of luck -- that's hardly
good quality video though. You'd be out around $80, but the software is
free - Virtualdub is excellent.

If you're serious on capturing video, the best way to go is probably a
PCMCIA (Cardbus?) firewire card and going the all-digital route, if your
camcorder supports it. These cards regularly come up at compgeeks, and from
a quick look seems to be available on ebay for around $40. The hitch here is
the software, I'm not too familiar with digital video capture... if the
firewire connection is through a WDM or VFW driver, then Virtualdub should
work, just as with analog video.
