Since 1996 it has been a requirement that CE labeled computers must be EMC
compliant to be sold in Europe. EMC compliance includes both emission and
immunity. The requirements for mouse port immunity can probably be found
in EN 50082-1 (home & office PCs) or EN 50082-2 (industrial PCs).
