Steve,

I don't think you understand the difference between hardware decoding
and software decoding. In hardware decoding, the movie is decompressed
by specialized hardware. Software decoding uses your cpu to decode the
data. You will need a Pentium II 300mhz or better to successfully
utilize software decoding for DVDs. What is most likely happening when
you use the card in the upper slot is the drivers are recognizing this
and inform the DVD software to use software decoding.
