One other clue that was noticed.

With the PC is booted from the "power off" state, cannot print to L4
printer.

When the pc is shutdown using "restart in MS-DOS mode." Then, when in dos,
just type "exit" and it restarts to Windows again.

Then, Windows can print to the L4 printer through the parallel port. And
will stay working until the pc is shutdown completely.

A reboot from the power-off position again. The pc will not print to the L4.

Something is changing with the two styles of rebooting. I've compared the
system.ini and win.ini in both instances and they are identical. Nothing is
autoexec or config.sys.

Any thought would be greatly appreciated.
