In Windows 98 (I'm guessing this will be similar in other versions):

Control Panel
 Add & Remove Programs
  Windows Setup tab
   Highlight Accessories
    Click Details

Scroll till you see "Windows Scripting Host"

If not present, it's not installed,
If enabled, it's checked
Uncheck it to disable

How does one turn off the scripting in the many versions of Win? How can
one
tell if it is enabled at all?
