Maybe. It depends on the speed of the processor. A 366 MHz
600E is fast enough. 300 MHz may be fast enough. If not, it
is often possible to play DVDs with assistance, for example a
Margi PCMCIA DVD-to-Go card.

You need a DVD drive. Ultrabay DVD drives work great.

Regarding players, DVDExpress comes on the 600E software CD
(not the OS CD), but it doesn't work. To get a working DVD
Express, you have to install that software and then install an
update pack (downloadable from IBM, about 18 MB if I recall
correctly) on top of the initial installation.

I had good luck with FusionSoft DVD XP (freeware) on my 366 MHz
system running Win2K.

There are also pay-for software solutions that work. I don't
know what the status of current versions is, but there has been
a great deal of comment in the archives of this list. Good
search terms might include "Mediamatics" "DVDExpress" "WinDVD"

HTML messages are not kosher on this list. Thank you.
