A list of commercial USB stacks and specific USB hardware which works
with Microsoft Windows NT 4.0 is available at

BSquare sells a single-user USB stack for $40.00. More information

InsideOut Networks also has a USB stack for sale--you need to contact
them directly for licensing, though. More information can be found on
their web site at

It appears both offerings are for USB 1.1 support, only, although it
would probably be a good idea to check directly with each developer.
