[Thinkpad] TP600E/Win98 peculiar behavior

Cleaning up my daughter's TP (she ran out of space) using Add/Remove
programs, some strange things have now begun to happen, perhaps unrelated
and perhaps coincidental.

Please offer hints how to diagnose further or what to do if you hit
on the answer

ONE
Sometimes the system does not respond to keyboard entry, either at
the GUI or at a command prompt, for many seconds, as though it
were timing out waiting for something. What might cause this or
how could I determine what the system is waiting for? (Eventually
the system begins to respond again)

TWO
Can't get the NIC to work any more. WINIPCFG won't release the
IP address, and renew won't get a new one. Just before this
happened, I succeeded in releasing (it showed 0.0.0.0) and when
it renewed, it showed 169.254.89.137, which is NOT the router-assigned
IP address! (That is 192.168.1.5.( I can however ping the NIC
at this WRONG address. Where could it be coming from? (I have
just tried it again an dnow it shows 169.254.70.137!)

As a control, if I connect my OS/2 machine to the same ethernet
cable, I am assigned the correct address of 192.168.1.5.

I notice that lately the router's LED no longer shows the port
active when I connect the cable to the Win98 machine. (Formerly
the router's LED would illuminate when the Win98 machine booted,
and it still does when I connect the OS/2 machine.)

I am not sure this is a s/w or possibly a h/w problem so wiell
appreciate any step-by-step guidance to figure out this mess.
