That is why you're getting the 169.254.*.* IP addresses. These are
autoconfigure addresses that are randomly assigned if no DHCP server is
found. Get the network link working again and you'll start getting the IP
address you expect from your DHCP server (the router).

It's possible this is related to the other problem. Do the delays occur if
the network card is not in the machine?
