Nope, it's not the area code. Despite the leading "8", area
code 854 is standard:

New York- Area Code - 854
Fallsburg Kingston Newburgh Nyack Poughkeepsie Purdys Woodstock

We often encounter 800 numbers that don't work from Canada, but
this is standard dial-in. Maybe they have some way to refuse
international calls? What will they think of next?
