I think the are right. Is there any chance this was simply a typo?
I've seen the Poughkeepsie NY (home of IBM) Area code of 845 mis-written
as 854 sometimes. 845 was created when the Hudson Valley and Catskills
were split off from the 914 Area Code and Westchester County in 2000.
Area Code 854 has not yet been assigned.
